Is buzzed driving drunk driving?

Numerous anti-drinking and driving campaigns have claimed that driving while "buzzed" is the same as driving while drunk. While this claim is a matter of semantics, the truth is that any driving while under the influence of alcohol over the legal limit is considered drunk driving.

To prevent drunk driving accidents, individuals should take one of the following steps. First, whenever they plan on drinking in groups, they should assign one individual to be a designated driver. Second, if there is not a designated driver, then individuals under the influence should use public transportation or taxis.
